3 cups flourflour
2 cups sugarsugar
1/2 cup cocoa
1 teaspoon saltsalt
2 teaspoons baking sodabaking-soda
2/3 cup oiloil
2 cups waterwater
2 tablespoons vinegarvinegar
3 teaspoons vanilla extractvanilla-extract
1 (8 ounce) package cream cheesecream-cheese
1 eggegg
1/3 cup sugarsugar
1/4 teaspoon saltsalt
1 (6 ounce) package chocolate chipschocolate-chips

Instructions (9 steps)

01Preheat oven to 350 degrees.
02Mix flour, 2 C sugar, cocoa, teaspoon of salt and baking soda together.
03Add oil, water, vinegar and vanilla.
04Fill cupcake papers 2/3 full with mixture.

05Mix together until fluffy the cream cheese, egg, 1/3 C sugar, 1/4 teaspoon of salt.

06Add chocolate chips to cream cheese mixture.

07Drop 1 heaping teaspoon on the top of each cupcake.

08Bake for 25 minutes.

09Frost when cool.
