01Dissolve bouillon in the heated water.
02Heat oil in a medium saucepan over medium-high heat. Add onion and cook until opaque, about 3 to 4 minutes. Add garlic and cook for 1 minute. Add rice and stir until well coated; let cook for 2 to 3 minutes.
03Add tomato sauce, boullion/water and salt and pepper to taste. Bring to a boil. Stir well, then cover tightly and reduce heat to low. Simmer for 25 minutes.
